Shimla Agreement (1972)

Shimla Agreement was signed on 2 July 1972 at Shimla (India) between:

• Zulfikar Ali Bhutto

It was signed after the 1971 India–Pakistan War, which resulted in the creation of Bangladesh.

Main Provisions (Exam-Oriented)

1. Peaceful Settlement of Disputes
   • India and Pakistan agreed to settle all disputes through bilateral negotiations or other peaceful means.
   • No third-party mediation was envisaged unless mutually agreed.

The Six-Point Programme (Six-Point Movement) for greater autonomy of East Pakistan was proposed in 1966 by:

Main Objectives of the Six-Point Programme

The programme demanded greater provincial autonomy for East Pakistan, including:

1. A federal parliamentary system based on the Lahore Resolution of 1940.
2. The central government should control only defence and foreign affairs.
3. Either two separate currencies or safeguards to prevent the transfer of capital from East Pakistan to West Pakistan.
4. Taxation powers to be vested in the provinces.
5. Separate foreign exchange accounts and control over earnings for East Pakistan.
6. A separate militia or paramilitary force for East Pakistan.

Significance

• It became the charter of Bengali autonomy.
• It intensified political conflict between East and West Pakistan.
• It laid the foundation for the Bangladesh Liberation Movement, culminating in the creation of Bangladesh in 1971.

During the 1971 India–Pakistan War, the United States sent Task Force 74, led by the nuclear-powered aircraft carrier USS Enterprise (CVN-65), into the Bay of Bengal.

Why was it sent?

• The administration of Richard Nixon and Henry Kissinger supported Pakistan, largely because Pakistan was acting as a key intermediary in the U.S. opening to China.
• The official U.S. explanation was that the naval force was intended to facilitate the evacuation of American citizens and to demonstrate U.S. presence.
• However, India and many historians interpret the deployment as an attempt to pressure India to halt its military operations in East Pakistan (now Bangladesh) and to reassure Pakistan.

Did it affect the war?

• No. By the time Task Force 74 reached the Bay of Bengal, Indian forces, together with the Mukti Bahini, had already achieved decisive military success.
• On 16 December 1971, Pakistani forces in Dhaka surrendered, leading to the creation of Bangladesh.
• The Soviet Union, India's strategic partner under the 1971 Indo-Soviet Treaty of Peace, Friendship and Cooperation, also deployed naval assets in the Indian Ocean, which counterbalanced the U.S. move.

The Indus Water Treaty of 1960

• It gives Pakistan control over the Indus, Jhelum, and Chenab rivers, which are considered the "western rivers".
• The treaty gives India control over the Ravi, Beas, and Sutlej rivers, which are considered the "eastern rivers". 

The treaty also lays out detailed regulations for India's building projects over the western rivers.

The treaty gives Pakistan the remaining 70% of the total water carried by the Indus system, while India gets about 30%. The treaty allows India to use the western river waters for limited irrigation use and unlimited non-consumptive use such as power generation, navigation, floating of property, and fish culture.

Indo–US Civil Nuclear Cooperation (2005–2008)

The South Asian Association for Regional Cooperation (SAARC) is an economic and political organization of eight countries in South Asia:
Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka.

SAARC was established in 1985, and Afghanistan joined as the eighth member in 2007. The organization provides a platform for the people of South Asia to work together to accelerate the process of economic and social development.

• Operation Gibraltar was Pakistan's failed covert infiltration attempt into Jammu and Kashmir in August 1965, intended to incite an insurgency against Indian rule. The mission was a spectacular failure and was the immediate cause of the 1965 Indo-Pakistani War.

• The Kargil War (also known as the Kargil Conflict) was a military confrontation between India and Pakistan that took place between May and July 1999 in the Kargil district of Jammu and Kashmir (now in Ladakh).It formally established the ceasefire line (later called the Line of Control, or LoC) in the region of Jammu and Kashmir following the first Indo-Pakistani War of 1947–48.

The Siachen Glacier, located in the eastern Karakoram Range in the Himalayas, lies near the Line of Control (LoC) between India and Pakistan. Since 1984, following Operation Meghdoot, India has maintained control over the glacier and the adjoining Saltoro Ridge. The operation was launched preemptively to occupy key strategic heights before Pakistan could do so.
