Jean-Jacques Rousseau had a complex and somewhat paradoxical view on voting and political participation. In The Social Contract (1762), he argued that sovereignty belongs to the general will of the people, meaning that all citizens should have a role in shaping the laws that govern them. However, he also believed that not everyone was necessarily suited to participate equally in political decision-making.
Universal Participation (in Theory) – Rousseau supported direct democracy, where all citizens (at least in small republics) should participate in lawmaking. However, he excluded certain groups—like women, servants, and non-property-owning individuals—from active political roles, reflecting the prejudices of his time.
Civic Virtue & Enlightenment – He emphasized that only those who were sufficiently virtuous and informed about the common good should be involved in governance. He feared that individuals driven by private interests rather than the general will could corrupt democracy.
Direct vs. Representative Democracy – Rousseau distrusted representative democracy, believing that the people should legislate directly. However, he acknowledged that in larger states, representatives might be necessary, though this risked deviating from the true general will.
Exclusion of Certain Groups – He explicitly stated that certain groups (e.g., dependent individuals like servants) lacked the independence necessary for political participation, as their interests were tied to those of their employers.
Censorship & Moral Guidance – He suggested mechanisms like civic religion and censorship to maintain social cohesion and ensure that people remained aligned with the general will.
His ideas influenced later democratic theorists, including those advocating for more inclusive suffrage. However, his preference for a small, virtuous, and engaged citizenry made his vision more restrictive than modern democracy.
