Woodrow Wilson says that successful bureaucracies are those in which executives have a clear mission with identified tasks to achieve that mission. He suggests that agencies entrusted with clear objectives and high levels of autonomy have more chances to meet the stated goals. For this, Wilson recommends reorganisation of bureaucracy through deregulation. This process of reorganisation in any governmental organisation has to be a continuous feature political process.
